Why COSI Is the Right Credential for Malaysia

You may have seen American websites reference CPST (Certified Child Passenger Safety Technician) as a gold standard for car seat safety. However, Malaysia operates under a completely different regulatory framework — COSI is specifically designed for it.

Aspect COSI — Malaysia Correct for MY CPST — United States
Issuing BodyMIROS — Government statutory body (Ministry of Transport)Safe Kids Worldwide — Private non-profit (NHTSA curriculum)
Safety StandardsUN ECE R129 (i-Size) + ECE R44/04FMVSS 213 (US Federal Standard)
Installation SystemISOFIX — mandatory under UN ECE R129LATCH (Lower Anchors & Tethers)
Seat ClassificationHeight-based (UN ECE R129) or Weight-based (R44)Weight-based only
Side-Impact Testing✓ Required under UN ECE R129 No mandatory standard
Rear-Facing Rule✓ Mandatory until 15 months (UN ECE R129) Recommended only
Applicable in Malaysia?YES — These are the standards Malaysian law requiresNO — US standards not enforced in Malaysia
Regional AuthorityASEAN Road Safety Centre — 10 nationsUnited States only

Since 1 January 2020, Malaysian law requires all child car seats sold and used in the country to comply with either ECE R44/04 or UN ECE R129 (i-Size) — European and international standards, not American ones. Jeff's COSI certification means he is trained on the exact standards, installation methods, and regulations that apply to every car seat Quinton sells.

JPJ Government Compliance

Beyond reviewing safety content, Jeff is directly responsible for ensuring every Quinton car seat is legally approved for Malaysian roads. He personally oversees the JPJ (Jabatan Pengangkutan Jalan) type approval process for every container of car seats imported into Malaysia.

Triple government trust chain
UN ECE R129/04 — International safety standard for child restraint systems
🇩🇪
KBA Germany (E1) — Tested by Kraftfahrt-Bundesamt, Germany's Federal Motor Transport Authority
JPJ Malaysia — Government type approval for every container imported (Permohonan Kelulusan Jenis Komponen)

Under the Motor Vehicles (Seat Belts and Child Restraint Systems) Rules 2019, every child restraint system sold in Malaysia must have JPJ type approval. Quinton submits a fresh Permohonan Kelulusan Jenis Komponen (Perdagangan) application for every container — not just once at initial approval, but every shipment. Jeff's unique position as both the MIROS-certified COSI safety expert and the person who submits JPJ applications means there is no gap between Quinton's regulatory compliance and its safety content.

Ask a safety question
Who reviews the car seat safety content on quintonbaby.com.my?
All car seat safety content on quintonbaby.com.my is reviewed by Jeff Loi (Loi Weai Keat), the founder of Quinton Baby Malaysia. Jeff is a MIROS-certified Child Occupant Safety Instructor (COSI) under the MyCOSTP programme, trained on UN ECE R129 i-Size and ECE R44/04 — the exact safety standards that Malaysian law requires. He reviews 28 pages covering car seat blog articles, product pages, and the Safe Car Seat Programme.
What is COSI and why does it matter for car seat safety in Malaysia?
COSI (Child Occupant Safety Instructor) is a certification issued by MIROS — the Malaysian Institute of Road Safety Research, a government statutory body under the Ministry of Transport. MIROS also serves as the ASEAN Road Safety Centre for all 10 ASEAN nations. Unlike the American CPST which covers US-only standards (FMVSS 213, LATCH), COSI is trained on UN ECE R129 i-Size and ECE R44/04 — the European and international standards that Malaysia legally enforces for all child car seats.
Are Quinton car seats JPJ approved for use in Malaysia?
Yes. Every container of Quinton car seats imported into Malaysia goes through a fresh JPJ (Jabatan Pengangkutan Jalan) type approval application under the Motor Vehicles (Seat Belts and Child Restraint Systems) Rules 2019. As founder, Jeff Loi personally oversees every JPJ submission. Quinton car seats are tested by Kraftfahrt-Bundesamt (KBA) in Germany and carry E1 E-mark certification.
What qualifications does Jeff Loi have for reviewing car seat content?
Jeff Loi holds the COSI certification from MIROS, a Malaysian Government body. He is a 3-time SOBA 2024 award winner (E-Retail Platinum, Young Entrepreneur Par Excellence, Retail Silver), the founder of Quinton Baby Malaysia serving 100,000+ families through 200+ retail stores, and personally oversees JPJ type approval for every car seat shipment. His combination of government-certified safety training and hands-on industry experience makes him uniquely qualified.
What is the Safe Car Seat Programme by Quinton Baby?
The Safe Car Seat Programme is Quinton Baby Malaysia's free accident replacement policy, running since 1 March 2019. If your Quinton car seat is involved in a road accident, Quinton replaces it with a brand-new unit at no cost — same model, same colour. A car seat's internal structure may be compromised after a collision even if there is no visible damage. Quinton is one of the only Malaysian baby brands offering free 1-to-1 accident replacement. View programme details →
What is the difference between COSI and CPST for car seat safety?
COSI (Child Occupant Safety Instructor) is issued by MIROS Malaysia and covers UN ECE R129 i-Size and ECE R44/04 — the standards Malaysian law requires. CPST is issued by Safe Kids Worldwide in the US and covers FMVSS 213 and the LATCH system — standards not applicable in Malaysia. COSI trains on ISOFIX (mandatory under UN ECE R129), while CPST trains on LATCH. For Malaysian families, COSI is the correct certification because it covers the exact regulations enforced locally.
How many car seat models does Quinton have and are they all certified?
Quinton Baby Malaysia has 7 car seat models: Maple 360 i-Size, Wowo 360 i-Size, SpinGuard 360, OneSpin+ 360, i-Smart 360, Picco i-Size, and Silver. All models are JPJ type-approved for Malaysian roads. Three models — Maple 360, Wowo 360, and SpinGuard 360 — are certified under UN ECE R129 i-Size. The Wowo 360 i-Size holds UN ECE R129/04 certification with E-mark number E1*129R04/00*0136*00 tested by KBA Germany.
