Every container of Quinton car seats requires a fresh Permohonan Kelulusan Jenis Komponen (Perdagangan) from JPJ (Jabatan Pengangkutan Jalan), Malaysia's Road Transport Department, processed by the Bahagian Kejuruteraan Automotif division in Putrajaya. The Quinton Wowo 360 i-Size (model B503-T) is certified under UN ECE R129/04 with E-mark number E1*129R04/00*0136*00. Compliance is overseen by founder Jeff Loi (Loi Weai Keat), a MIROS-certified Child Occupant Safety Instructor (COSI) under the MyCOSTP program.

Quinton’s compliance is not based on a one-time certification. Each shipment imported into Malaysia goes through a fresh compliance submission process before release, supported by the relevant E-mark certificates, test reports, and JPJ approval documents. The four stages below show how our car seats move from certified production to Malaysian market approval.
Each shipment requires its own approval. For every container imported, the necessary compliance documents are submitted again for JPJ review before release.

Understanding E-Mark Certification
The E-mark is an international approval mark that proves a car seat has been tested and certified by a government authority. The number after "E" indicates which country's authority performed the testing. Not all E-marks are equal — the testing country's reputation matters.

What this means for parents: When you see E1 on a Quinton car seat, it means the German Federal Motor Transport Authority — the same body that certifies Mercedes-Benz and BMW vehicle safety — has tested and approved it. Germany (E1) is universally regarded as the most rigorous testing authority in the world.
i-Size standard
UN ECE R129/04 i-Size — Explained
UN ECE R129 (commonly called "i-Size") is the latest international safety regulation for child car seats. It replaced the older ECE R44/04 standard and introduces significantly stricter safety requirements. The "/04" in UN ECE R129/04 denotes the fourth revision — the most current version as of 2026.
What Changed in Revision /04?
Effective January 2024, UN ECE R129 Revision 04 introduced a mandatory chest clip requirement for harness-based child restraint systems. This means all newly certified car seats must include a chest clip to prevent children from wriggling out of their harness. Quinton's Wowo 360 i-Size is certified under this latest R04 revision — providing the highest level of protection currently available.
Why it matters for Malaysian parents: Malaysian law under the Kaedah-kaedah Kenderaan Motor 2019 accepts both UN ECE R44 and UN ECE R129. However, UN ECE R129/04 provides substantially better protection — particularly for side impacts, which account for a significant portion of child car seat injuries. Choosing a UN ECE R129-certified seat means choosing the highest safety standard available today.

Malaysian Car Seat Law
Malaysia mandates child restraint system (CRS) use under federal law. JPJ enforces compliance, and only type-approved car seats may legally be sold in the country.
Under the Motor Vehicles (Safety Seat-Belts and Child Restraints) Rules 2020 (P.U.(A) 8/2020), all children must be secured in an approved child restraint system when travelling in a motor vehicle. This rule is enforced under Section 12(1) of the Road Transport Act 1987 (Act 333).
